Since 1 October 1999 the cantons have also been responsible for granting social assistance to persons with refugee status. The assessment and payment of social assistance is carried out in accordance with cantonal law. Under the Geneva Convention, persons with refugee status have a right to receive the same treatment with regard to social assistance as the native population. Moreover, federal law provides that social assistance to persons with refugee status must take into consideration their particular needs, such as their professional and social integration.

Half of the cantons have charged relief organisations with the management of social services for refugees. In the remaining cantons, either the communal social services are responsible or special cantonal welfare services for refugees.

The Federal Government reimburses the cantons for the costs of social assistance for refugees. In 2009, the cantons receive CHF 55.90 per day (Swiss average) for each refugee requiring support. The canton uses this lump sum to finance all expenses for accommodation, living expenses, health insurance and any other special individual needs.
The Federal Government contributes furthermore to the costs incurred by the cantons for the integration of refugees.
